Interstate Operations and Enhancement Program

In June 2021, Virginia’s Commonwealth Transportation Board (CTB) adopted a policy that outlines the Interstate Operations and Enhancement Program (IOEP), as directed by the General Assembly.

This program is intended to improve the safety, reliability, and travel flow along interstate highway corridors in the commonwealth through the development and funding of operational and capital improvements.

This effort was preceded by the Interstate 81 Corridor Improvement Plan, which was also completed at the direction of the CTB. 

In 2020, the General Assembly adopted the Omnibus Transportation Bill that established the IOEP. Revenues supporting the fund are allocated by truck VMT according to the 2021 adopted IOEP policy:

In order to be eligible for IOEP funds, a project must address a need identified in VTrans or in an interstate corridor plan approved by the CTB. 

VDOT, in partnership with the Office of Intermodal Planning and Investment (OIPI) and the Department of Rail and Public Transportation (DRPT) sought to develop an improvement plan for each of the interstate corridors with dedicated funding from the I-81 Corridor Improvement Fund, as well as other major interstates in the commonwealth.
